Putting deterministic analysis before the AI is the important ordering. A model asked to migrate code it has only read will confidently produce something plausible, and in a mainframe migration plausible is catastrophic. A static map is checkable ground truth, and it is what makes the audit readiness these customers need possible at all.
Engagements run in four fixed-price stages, Assessment, Specification, Modernization and Enablement, with a live customer workspace and on-premises or air-gapped deployment. No amounts are published for any stage. This is a services engagement rather than software you adopt, modernisation projects fail on organisational reasons more often than technical ones, and a fixed price per stage still means committing stage by stage.
