Deep Art Effects is the long-running app for artistic filters (style transfer), image and video editing, colourisation, background removal and 4x upscaling, and it also works offline. There are mobile apps and an API for developers, and Windows, macOS and Linux downloads are available, including beta GPU builds and a command-line tool.
The desktop tools process images locally, which the site says keeps pictures on the user’s device, and it states that the rights to created artworks remain with the user, pointing to its terms for detail. Generated art raises the usual questions about training data and style imitation that the pages reviewed do not address, and the browser studio’s processing is not described as local.
