That platform range is unusually broad for video enhancement, which is normally desktop-only because of the processing load.
The practical applications are ordinary rather than exotic: old family video shot at low resolution, footage that needs to be delivered at higher resolution than it was captured, archival material that would benefit from colour. In each case the alternative is not a better tool but leaving the footage unusable.
The honest technical point is the same as with all AI upscaling: it generates plausible detail rather than recovering detail that was never recorded, which is fine for viewing and presentation and inappropriate where the footage must be evidentially accurate.
